Poplar-Cotton Center is a census-designated place (CDP) in Tulare County, California, United States. The population was 1,496 at the 2000 census. It's said locally that the billboard on the edge of town proclaiming "Poplar - A City on the Move!" refers to the fact that anything not tied down gets stolen.
GeographyPoplar-Cotton Center is located at (36.053936, -119.144796)[1]. According to the United States Census Bureau, the CDP has a total area of 1.3 square miles (3.3 km²), all of it land. DemographicsAs of the census[2] of 2000, there were 1,496 people, 349 households, and 314 families residing in the CDP. The population density was 1,172.5 people per square mile (451.3/km²). There were 367 housing units at an average density of 287.6/sq mi (110.7/km²). The racial makeup of the CDP was 29.55% White, 1.60% Native American, 16.71% Asian, 0.40% Pacific Islander, 48.66% from other races, and 3.07% from two or more races. Hispanic or Latino of any race were 59.69% of the population. There were 349 households out of which 57.0% had children under the age of 18 living with them, 64.8% were married couples living together, 18.1% had a female householder with no husband present, and 10.0% were non-families. 9.5% of all households were made up of individuals and 4.9% had someone living alone who was 65 years of age or older. The average household size was 4.27 and the average family size was 4.46. In the CDP the population was spread out with 40.4% under the age of 18, 11.2% from 18 to 24, 25.2% from 25 to 44, 15.5% from 45 to 64, and 7.6% who were 65 years of age or older. The median age was 24 years. For every 100 females there were 108.6 males. For every 100 females age 18 and over, there were 99.8 males. The median income for a household in the CDP was $24,519, and the median income for a family was $25,446. Males had a median income of $22,011 versus $19,306 for females. The per capita income for the CDP was $8,605. About 27.7% of families and 31.2% of the population were below the poverty line, including 41.0% of those under age 18 and 16.5% of those age 65 or over. PoliticsIn the state legislature Poplar-Cotton Center is located in the 16th Senate District, represented by Democrat Dean Florez, and in the 30th Assembly District, represented by Democrat Nicole Parra. Federally, Poplar-Cotton Center is located in California's 21st congressional district, which has a Cook PVI of R +13[3] and is represented by Republican Devin Nunes. External Links
